Water is a tightly controlled and highly regulated commodity – especially in the arid Southwest where constraints on water supply are most severe. Permitting requirements are pervasive, affecting nearly every aspect of water resources development. Matrix hydrogeologists are well-versed in Arizona’s 1980 Groundwater Management Act (Code), Arizona Department of Water Resources (ADWR) rules and regulations, and the technical and administrative requirements of the Arizona Department of Environmental Quality (ADEQ) Aquifer Protection Permit (APP) program.
