Matrix Hires Director of Disaster Response Services in Baton Rouge, Louisiana Office
Florham Park, NJ - Matrix New World Engineering, Inc. (Matrix), is pleased to announce the recent hiring of Marc S. Roy, JD, LLM, as Director of Disaster Response Services based in its Baton Rouge, Louisiana office. Matrix is a major engineering firm which provided oil spill cleanup services following the Deepwater Horizon Oil Spill, stabilization work on the Statue of Liberty and surveying for the rebuilding of the World Trade Center.

Mr. Roy has substantial practical experience in disaster response and recovery management and in infrastructure development. As Chief of Staff for FEMA’s Louisiana operations in 2006-07 following Hurricanes Katrina and Rita, he supervised several thousand federal employees and contractors in the rebuilding and recovery operations which delivered billions of dollars of financial aid to the State of Louisiana.
In 2007-08, Mr. Roy served as Regional Director for Gulf Coast Rebuilding as a joint appointee by the Office of the President and the U.S. Department of Homeland Security for Louisiana, Texas, Alabama and Mississippi. Mr. Roy also supervised multi-level partnerships in rebuilding projects as Chief of Environmental Compliance and Historic Preservation operations for FEMA in Louisiana and is the recipient of a Proclamation by the City Council of New Orleans honoring his service.
As an attorney he has served as municipal judge, U.S. territorial prosecutor and has taught as an adjunct faculty member at Tulane University and additional law schools. In private industry, Mr. Roy has testified as an expert in oilfield development matters, has handled environmental claims and worked in economic and sustainable development as a utility company CEO and as a consultant. He served as an expert speaker on federal response actions and the Deepwater Oil Spill consequences at the 2012 American Bar Association midyear meeting in New Orleans program entitled “Rescue in Deep Water: Legal Liability for Rescue Efforts in Catastrophic Accidents”.
